Recent Bank and Finance Board actions have negatively impacted a member s ability to redeem capital stock. The Bank is subject to regulation by the Finance Board, and it is likely to incur significant costs related to governmental regulation. The loss of significant members of the Bank may have a negative impact on its capital stock outstanding and result in lower demand for its products and services. Adverse changes in interest rates may negatively impact the amount of net interest income the Bank earns. The MPF Program has different risks than those related to the Bank s traditional advances business, which could adversely impact the Bank s results of operations. If the prepayment rates for MPF Loans are higher or lower than expected, the Bank s results of operations may be significantly impacted. The Bank s MPF Loan business is subject to a number of concentration risks which could negatively impact the Bank s business, financial condition and results of operations. The performance of the Bank s MPF Loan portfolio depends in part upon the Bank s vendors. The Bank s business is dependent upon its computer operating systems and an inability to implement technological changes or an interruption in the Bank s information systems may result in lost business. The Bank is jointly and severally liable for the consolidated obligations of other FHLBs. The FHLB Act or Finance Board regulations may be amended in a manner that changes the Bank s statutory and regulatory requirements and affects its business, operations and/or financial condition. Increased attention on risk management and internal controls has resulted in the need to enhance the control environment at the Bank. The Federal Reserve Bank Policy Statement on Payments System Risk may impact the Bank s operations. The Bank is subject to credit risk due to default.
